Government of Pakistan NORTHEN AREAS TRANSPORT CORPORATION GILGIT-BALTISTAN REQUEST FOR PROPOSAL (RFP)

HIRING OF CONSULTANT

Northern Areas Transport Corporation Gilgit-Baltistan (NATCO) a Federal Government owned Transport Company has been established with the mission to provide social welfare & reliable transport service to the public of Gilgit-Baltistan, link Gilgit-Baltistan with rest of the country, remove deprivation, promote tourism, create corporate culture, and operate on commercial consideration and to serve the people. The management of NATCO intends to engage the services of internationally reputed consultant/firm/consortium/company (hereinafter referred to as Consultant) for Business process reengineering and change through problem-solving methodology. Consultants shall complete all the steps necessary in preparing Standard Operating Procedures (SOPs), Service Structure, Enterprise Resource Planning(ERP), Training, Implementation and Business Process Reengineering (BPR) to provide maximum value. The Board Directors of the company also intend to establish NATCO Courier Service, NATCO Security Guard Company, Furthers Strengthen of NATCO Super Stores and NATCO Filling Stations. The Consultant shall involve in the establishment of Component/segment or Subsidiary based on feasibility report provided by the selected consultant and will also involve subsequently for organizational structuring, SOP, Service structures and ERP for new components/Segments or subsidiaries as mentioned above. The initiative is aimed at enhancing the capacity of organization to enable for challenges CPEC.

The Consultant should have the following experience & expertise:

The consultants should have relevant financial. economic, technical, legal and regulatory experience and conducted several successful Business process reengineering. The consultant should have successfully completed the required process/assignment in Transport Company and should have experienced and advanced level academic credentials from reputed international university/business school who are involved in Business process re – engineering for more than 15 years in developed and developing countries on above said process. The experiences consultant/firm/consortium/company should have to involve in process by his own with his team.

Deliverable by the Consultant:

The international consultant/firm/consortium/company will be expected to organize the process for implementation and training on ERP and SOP for all level of management and will also engage for 6 months continuously after implementation, monthly for further 4 months and quarterly for one year.

  • Conduct technical, commercial and legal due diligence related to the proposed assignment including all relevant documents, processes and all other matters ancillary thereto.
  • Recommend and implement the most appropriate ERP.
  • Prepare and implement the Standard Operating Procedures (SOP).
  • Will arrange the training and Capacity Building on new business process and ERP.
  • All other process necessary for the assignment.

Interested Consultants may submit proposals as per requirements given in RFP during working ays i.e. Monday-Friday (0800-1600 hrs) on or before 1100 Hrs, 31st January, 2017 on the address given below. The submission of proposals or qualification of technical proposal shall not establish any right or claim of any applicant whatsoever for the award of consultancy services.
